The
U.S. Small Business
Administration recently announced several program changes designed to
increase the amount of money available for small business. Local business
owners should be aware of the changes, because they could help provide
funding for new or existing businesses.
One change temporarily
raises loan guarantees to up to 90 percent on the SBA's 7(a) loan program,
through the calendar year, or until funds provided through the American
Recovery and Reinvestment Act (commonly known as the stimulus bill) are
exhausted. This change could make it easier for banks to approve some
borderline loans, because they have the backing of the increased SBA
guaranty.
Another change temporarily eliminates fees for borrowers
on SBA 7(a) loans and for both borrowers and lenders on 504 Certified
Development Company loans. This makes more capital available to small
businesses at a lower cost. The fee elimination is retroactive to February
17, which is the day the American Recovery and Reinvestment Act was
signed.
If you took a loan and paid a fee after February 17, the
SBA is developing a process for refunding that fee. The SBA is currently
working on the refund process, but many banks have already begun receiving
those refunds.
Both moves are significant, but the fee waiver, in
particular, will put money directly into the pocket of business owners.
The loan fee is based on the size and terms of the loan, but its can add
up to a sizeable amount for a small business. For example, under the
standard SBA fee structure, a business taking a $500,000 loan with a 90
percent guarantee would pay a fee of $13,500. This money gets deducted
from the loan proceeds. So the business only leaves the bank with
$486,500. Under this fee waiver, the business leaves the bank with the
entire $500,000. This will put more money into the economy, because
business owners will have that extra capital to invest directly into their
businesses.
Recessions can sometimes present opportunities, so we
try to encourage business owners to stay in touch with local banks and the
SBA, because it doesn't cost them anything to have a
conversation.
The extent to which these program enhancements are
going to simulate the economy will be dependent: one is the loan demand
being there; and second is that the demand comes from qualified and viable
borrowers.
What we'd like to see the federal government focus on
next is providing some assistance to existing small businesses that might
be having a hard time during the recession. Most of these program changes
are for new loans, or loans taken since February 17. The SBA has done a
lot of work to help this segment of the market. We would be interested to
see if there is a way for the SBA to help established small businesses,
that might have a two or three-year-old loan, and just need a little help
getting through the recession.
